Yes, but I would interpret that to mean against threats nobody
considers a freedom like, say, smallpox and other diseases.

If we start saying that the federal gov't should regulate our health
what would prevent them from banning all food but Soylent Green?  All
beverages but water?  Making a law that everyone must exercise 5 hours
a day?  Also no skiing since that's dangerous.  No swimming, no
surfing, no rock climbing, no football, no bicycling.  No sports of
any kind in fact.

And no driving - it kills lots of people every day.  No showers, you
can slip and fall.  No powertools, no  guns! No ...
