While there were many failures of leadership that resulted in a lot of needless suffering, the people of America have empowered the President with unique powers. Why? Because they recognize that somebody needs to be the final failsafe. If the unthinkable happens, we need a leader to gather resources and muster a defense. When the President was sworn in, he accepted this responsibility by free will and we trusted him with it (well 53% of us did). When he saw the various failures that all of us did he should have acted quickly and decisively defined as a response time of hours, not days. (remember the Russian sub that went down? Response time of hours from America there.) Leadership, and the responsibility that goes with it means taking ownership. Owning the problem. Yeah, it sucks when an underling fails. But that's leadership, responsibility. If you don't want the burden don't accept it. As to the guy who shot at people, etc. He's responsible for HIS actions, but the lack of law and order is Mr. Bush's. If there is a climate of lawlessness, then someone has failed to lead.
