But I must ask, assuming the point of this is that Galveston is responding 
better, how much of that is because of Katrina?  Would more people have been 
willing to 'ride it out' if Katrina hadn't come a few weeks ago?

Secondly, I am not sure that the images are very comparable.  The Galveston 
image shows a little more then a dozen busses.  This does not answer if that is 
sufficient to evacuate the city.  It does not answer how many more busses may 
be available if this number is not adequate.  And just having the busses as 
shown in the New Orleans image, does not say anything about the availability of 
drivers or evacuation routs and pick up locations. I suspect, if someone had 
bothered to take a picture of it before Katrina hit, an image could be found of 
a dozen busses in a row evacuating the few hundred people they could hold from 
the tens of thousands in New Orleans without transportation.
