No - the First Amendment to the Constitution means this. 

"Freedom of Speech" is an ideal, nothing more.  It's an ideal that we've
codified at the federal level in our Constitution but also an ideal that we
can support on a personal level.

We can defend the ability of those with dissenting opinions to speak without
reprisal.  We can encourage the sharing and exchange and ideas.

In short we can expect no less of ourselves as individuals than we do of the
government.

Of course you're right however: while we may strive for an environment of
open exchange free of reprisals we don't have one yet (and likely never
will) but that doesn't mean we don't try.
