Israel is not in violation of UN rules. Israel is attempting to carry out Security Council resolution 1559, disarming Hezbollah, because - guess what? - the UN has totally failed to do anything about it in six years. So who is in the wrong here? As Michael pointed out, Israel has been extremely patient for the last six years, and only when a foreign force invaded its borders did it respond with a full-scale war. They responded. They did not initiate anything.
Imagine that Hezbollah did not exist and Lebanon was a free and peaceful country. Would there be a war right now? No. Israelis have demonstrated time and time again that all they want is peace. Arabs have demonstrated time and time again that all they want is war. Keep in mind that, apart from Egypt and Jordan, Arab states don't even recognize the existence of Israel.
