Israel has already started to move some of its troops out. The ceasefire 
calls for a demilitarized southern Lebanon under a UN watch. Israel has said 
that they will fully withdraw when the agreed upon UN peace force is in 
place to make the south of Lebanon a demilitarized zone.
Problem is, Hezbollah have already said they will not disarm and France has 
already said they will not try and disarm them. As these are key points of 
the ceasefire, then yes, Israel may be there for a while until the UN gets 
off their asses and actually do what they promised for this ceasefire.
Oh, and Hezbollah has refused to return the hostages which started this 
whole thing. I'm sorry to say (very sorry) that with that attitude from the 
UN, France and Hezbollah, we'll be seeing this again really soon. :(
