Yes, but the federal government guarantees k-12 so there should be a
standard.  College is purely choice which has a public interest and
incentive, but is not directly funded as part of a mandate.

In other words, high school is free and tax payer funded.  For
university I can take a student loan to go to any college I want
private, public, community, technical, etc.  That is, the government
underwrites loans to help students afford the education they want, but
doesn't mandate WHAT education they get; that's up to them.

If you want government mandated higher education that is NOT chosen by
the student then there should be Federal Universities that teach a
generic government mandated curriculum in and government mandated
manner.
