They're involved in subsidizing the costs but the organization should
still be free to create its own value proposition.  The market is the
policing mechanism.

That's the exact position you advocate.  Can you imagine the cost and
size of the legal document to define exactly what is and isn't
"thought police"?  And then the associated lawsuits?  It would cost
taxpayers billions every year.

This is already covered by hate speech and educational promise vs.
delivered is covered by tort law.

(1.) Any person publicly advocates the murder of another in any forum.
 That's hate speech and the person is subject to prosecution.  No new
laws needed there.

(2.) If, say, a class is European History but little to no European
History is taught rather it's a bash Democrats class, that's a tort
and the university is subject to be sued.  No new laws needed there.

Let's take a more realistic case, a PoliSci class regarding modern
American politics.  The course description is:

"A moderated but contentious debate surrounding modern American
politics and the most current political topics. The instructor will
present one side of American politics and the students will asked to
present the other.  Grade will be determined by the quality of the
student's arguments based on history, philosophy, and clarity."

That's an illegal course in your world.
