Skateboarding is not a crime... That being said. If they spend most their time in the skate parks then you are in good hands. If the city limits are the playground, there are no pads, no clean surfaces, no rules. I'd get better insurance! I've yet to break a bone skateboarding, although I did break my ankle snowboarding back in 1989.
