To get anything through the Senate requires a 60% majority. McConnell has been very good to prevent anything not on their agenda from getting through. There were 3 separate bills for instance requiring a withdrawal timetable. Not one of them got through because there was not a large enough majority. I also have not mentioned the filibustering the republicans have done in this congress. It seems to me that given the republicans pushing the so called "nuclear option" from the last congress, its very hypocritical of them to use this particular tactic.
So to get anything done requires the cooperation of the minority moderate republicans. And that probably won't happen - McConnell is very good at punishing republicans who stray from the party line.
