Given the masterful amount of obstructionism that Senator Mitch McConnel and the other republicans have engaged in in Congress, of course nothing has changed. Despite the multiple attempts by the democrats, the republicans have used the rules of the Senate and the house to block any initiatives by the democrats. So its not a matter of replacing congress, it wasn't replaced enough. Given the rules the best that the democrats can do is just keep things as they are now, the republicans won't allow any real change. On the republicans part its classic political hypocrisy - they screamed about democratic party obstructionism, then when they lost control of the senate they used the exact same tactics.
