I have made clear to you what my position is. You want to end the war, I am
directing you to the only people who might actually do what you want.

When you talk about accountability, you can add to your list Harry Reid,
Nancy Pelosi, and the Democrats in Congress who continue to fund the war.
They have controlled Congress for over a year and could have cut off funding
at any time.

History offers a clear answer. Germany was governed by foreign military,
including the U.S. military, 1945-1949. Japan was governed by the U.S.
military, 1945-1951. Later, civilians took over, governments were
established, and both countries regained self-rule.

The U.S. military plays the part in the short term, while civilians play the
part in the long term. Tactically, the military should take charge of
re-building in the short term. It shows good will and builds trust with the
local populace - exactly what is needed in places like Iraq and Afghanistan.
