True, there are definitely benefits from it. My experience with it has been largely associated with it's costs, which are HUGE in time and in money. There is certainly a very large cost associated not only with training (as your experience indicates), but also in the internal separation of interests that leads to a separation of roles, and generates alot of "busy work" back and forth between the 2 or 3 people who are now doing a job that use to require only one person to do.
