I would revise this to say that it only puts a burden on people who
consume *any* product or service.  Even if the regulated company only
produces left handed smoke shifters, they are still going to ship
them, have raw material costs, have employees who are impacted (who
buy other products and services), and the list goes on and on.

All of this spreads to cost out over a much wider group of people than
just those who buy left handed smoke shifters.
