Not following you. Let's take the airlines. The "FARs" or fed aviation regs are numerous and include audits, auditors, et al. The public pays for this regulation in 2 forms: the cost of a ticket, and income tax to cover the cost of the FAA. Now, you can argue - just as with the ridiculously termed and argued "death tax" - that really everyone pays for the regulations since anyone who gets mail is paying for shipping costs (which includes FAR cost).
