I'll also add that the test in question, I believe, was for becoming a Lieutenant, not a new firefighter. So the test was not about "how to put out fires" most likely but rather about more subjective things like leadership, strategy, rules and procedures, etc. And as I said before, I have not seen the test, so I don't know what all it looked like.
