SCI means Secure Compartmentalized Information. It's an additional modifier for a Top Secret clearance. A step up from one I guess. I had one that just went bad back in February, need to go get a new polygraph now :(
AR means Army Regulation. So somewhere there is an AR preventing Peace Corps types from becoming Intelligence types. I always thought it was because the Peace Corps was like some hippy thing, that they were afraid of penetration (hehe not that penetration is always such a bad thing) by communists and such.
