well it seems to be some sort of exception also... but since I am not a
ex-Peace Corps person and I am not looking for a clearance at the moment I
guess it doesnt matter much to me.

Seems like such a deal though, go earn less than minimum wage working
on-call 24/7 in order to promote goodwill for your country abroad, and be
barred from upper-level government participation because of it...
