A nuclear waste site yes,  the other two no.  A pig farm, or a land fill
does not stay within the boundaries of the land it occupies.  In essence it
crosses into your land, in the air and water.  If you smoke in a restaurant,
your smoke doesn't leave your business and get the people next door, it
dissipates before that can happen.

I don't know where you live in the DC area, but do you think it would be
right for somebody to buy land right next to your house and set up a pig
farm, or a nuclear waste dumping site, or a landfill? According to your
logic, it would be. We have zoning restrictions because otherwise,
companies do just that sort of thing - and you know that's right,
because NC has a big problem with pig farms going up in places they
aren't wanted.

lighting up will set off a coughing fit, which I cannot stop. On more

one occasion the smoker is this scenario has given me a dirty look and 
asked me do you mind. So. That's the personal issue.

However. The differnce between this and your scenario is that you have 
asked to be served the alcohol. I on the other hand have merely failed
to 
notice that I am sitting next to the smoking section.
