The biggest issue is what hardware to set all this up on. I've been planning to set up the development environment on my laptop, which is XP Pro. No problem there really. If Apache will allow me to develop multiple websites for development, that's good enough.
I had just opened up another branch of inquiry for future reference concerning what the production OS would need to be...now I know it can't be XP Pro....but I could still use Win 2000 Server, or Linux (yikes!) without spending anything. But I think Win Web Server might be a reasonably inexpensive alternative to Win 2003 Server...I just haven't used it at all. As Jochem mentioned, there are limitations on how many open connections a non-server Windows OS may accept. If you already have a Windows 2000 Server, why not just use that?
