This is close to one of the points I'm getting at i.e. The cliche (sometimes truism) that those who interview are simply given a "shopping list".
My big annoyance is that, most often, it is recruiting agencies who specify 3+ years, and they are therefore more prone to the above. In reply to another point (Chad), yes I do sometimes apply anyway. But I've done this less over the years, as agencies are much more likely to simply rule you out if you don't "fit the cutout". I'm more than happy to apply anyway if the ad is placed by the actual employer, and have generally found it easier to get an interview and, most importantly, gain the opportunity to argue the case.
