We advertise directly to keep the agencies honest.
However, it has generally been our experience that the agencies do get it right (well - at least the ones we use regularly do - in fact, if they don't, we just dont use them anymore).

[PS - the "years" thing isn't about hours, it's about demonstrable ability - and, as most know, I also expect at least another OO based language and will give preference to a "programmer" over a designer with CF skills - so there's another can of worms to chew over]
