Shall we start another topic to discuss those rare creatures who
understand programming at the 3-year level AND have sufficient people
and interviewing skills to identify a good employee?  Nature of the
system, man.

If the cutout is a level of understanding, then you may not fit.  What
is 3 years?  1,920 working hours * 3?  Look, get creative, count your
overtime, and you've got 4 1/2 years with the language.

Typically, with recruiters, the employer feeds them "triggers".  I
went for a job in Human Resources with 2 years experience, but I
didn't have the right answer for "how to implement change", which was
obviously what the employer was looking for. The recruiter WANTS to
fill the position, so give them every opportunity to do so with you. 
Don't focus on the years, but try to find out what they are really
after.  It's not someone with X number of hours, it's someone who can
do the job.  Remember, the objective isn't to hire or not hire you,
it's to get the job done.  Convince them you canmeet that need, and
you get the job.
