I think that the RS-232 drivers are now-a-days
integrated into the chip set, so your idea isn't very
likely.

The reason for not placing the second RS-232 connector
and using a set of DIP pins instead is usually not meant
to save money, but because there is no room for it at the
edge of the board.

In comparison: The reason that on some video boards the
DVI-connector is left-out is to save costs, but these
boards need to be very low-cost and they get outdated
very soon and it's very inlikely that people will buy
a digital TFT LCD and want to connect it to their
existing (cheap) video card.

But the change that people want to connect a second
device to a serial port is much more likely and also
a good selling point. Some time ago one serial port
was always occupied by the mouse.
