There are three mode pins that are read on reset on the 6303 family.
Check the voltage levels at those pins as I recall they have odd thresholds.
Hitachi gives diodes tied to reset as examples in the data sheets.

We had a problem like that with them in the past.  The chip might think
it was in internal bus mode when you really wanted external bus mode for 
example.

More details, equal better answers.  I was about to delete this tread because
I didn't think there was anything I could contribute to it, until I saw the 
6303.
