Becky -- I've been quietly lurking on this list for a while and finally HAD
to respond to your plea for help. Although laws may be different where you
live, here in New York State you are allowed to turn the dogs over to the
local shelter (preferably local SPCA) if the dogs are in your yard and
there's no one at their home to receive them when you try to return them.
This is what a friend of mine did with a dog that was constantly showing up
on her yard or on her porch: drove him to the SPCA every time he visited.
Since the dog had no license on him, the owner had to pay a fine each time
they picked him up from the shelter. My friend was soon free of the unwanted
visits.
Your last post clearly indicates that there is much much more to the
problem than just dogs digging under a fence -- the young owners are being
totally irresponsible and possibly threatening to the dogs' well being (no
water?)-- this is a case for the SPCA to get involved with. We also have the
same problem with animal control being part of our police force and not
really responsive unless there's a human safety issue or seriously injured
animal.
When you take them to the shelter/SPCA, tell them where the dogs live,
and the conditions they are living under. You may have to deliver them to
the shelter several times --- but it sure has to be cheaper than moving.
