Becky,
Personally, if it was me, and I had exhausted all "politically correct"
avenues, those dogs would simply disappear once they entered my yard. There
are rescue organizations that would be able to find loving, caring homes for
those dogs. I believe you would be doing them a favor. However, make sure
you are able to convince everyone you have no idea what happened to them. I
am surprised that Animal Control doesn't do anything. In my city, Los
Angeles, one can file a complaint about a "dangerous dog being allowed to
run loose." This happened to me when my boxer managed to jump the back
fence to play with the neighbor's dog that they kept tied up in back. I'm
the one who got in trouble, not them that tied their dog up so that it
yipped all the time. I use electric wire around the base of my fences so
that my dogs cannot dig under or jump up and over my fences. If you ran the
wire around the yard about 6" from the ground and about 4" from the fence,
maybe the neighbor's dogs would hit it with their noses when coming up from
under the fence. Of course, you'd have to teach your dogs not to touch it.
And if you have kids, electric wire is out of the question.
