Hi Susan,
I don't think rehoming the neighbors dogs is a viable solution for Becky.
First and formost it's illegal and should she be caught she'd be the one in
trouble not the neighbors. Her best solution might be to find the dogs in her
yard and then call animal control to come and get them, that way she hasn't
broken any laws and her neighbor might get the message if they have to pay a
fine to retreive their dogs.
