Royal Major has been in a number of the Cavalier rescues that have come
through my vet.

Could it have been the United All Breed Registry?  That one is one of the
many ones the puppy mills use. It is headquartered in Washington DC and the
regional rep for my area is Craig Cobb, a name that might be familiar to
those who have been in the CKCSC for awhile.

Some of what the UAB Registry stands for it (from their material)
1.  United represents pet professionals to federal and state authorities.  It
is the goal of United to preserve your right to own and raise animals.
2.  United invests time, energy and funds to promote pet professionals.
3.  United promotes retailers as a reliable source of healthy pets.  See the
"Source of Acquisition Study" published in the "Journal of The Ameican
Veterinary Medical Association" as factual documentation that the health of
puppies purchased from retailers are equal to or superior to those attained
from other sources.
