Winnie, Why are you so bitter? What breeder's are you talking about? Until very recently I thought it was fairly easy to find a good caring breeder of the Cavalier in the USA. Not necessarily one who knew what a show quality cavalier was but one who tested, raised their pups well and basically meant well. Are you relying on fact or gossip?
