Susan, I never said that I believe testing eliminates all problems.  I tell
people exactly what you said--that it reduces the incidence and ups your odds
of not having problems.  What the millers, FIC breeders, BYBs, those who
don't test, etc., tell people is that the testing by specialists is not
needed at all.  Their vet is good enough to check eyes and hearts, and of
course, little dogs don't get HD, so you don't need to worry about checking
for that.
