Well, some breeds do both hips and elbows. However, the reason for doing hip joints is due to the importance of the hip joint in the movement of the dog. It's like the rear axle of a car. If hinge on the car door is broken, you can still drive, but you can't drive a car with a broken rear axle. That is the basic idea of the importance of good hips on the skeletal structure of a dog.
Of course, there is something to your comment about where to draw the line in testing. I think that the degree of severity in the effect on the quality of life of the dog would be a good measure for the importance of a particular test. Also, we have to remember that Cavalier breeders bred some pretty healthy dogs when there were no tests available, i.e., Pargeter and others. The analogy of "can't see the forest for the trees" comes to mind.
