Ken ( and later contributors), Sorry, my mistake in terminology. It's not a gate valve. A bronze ball seacock - seems to be in good shape. Still turns easily and definitely turns on and off. Danny - thanks for the input on how to remove the plastic hose barb. I'll try it.
