Item 20: #1440 / #1441. `SimpleConsumer::receive` now only uses readable master queues and returns an error if there is none. New routes start round-robin at a random index. Both are aligned with Java `SubscriptionLoadBalancer`. On the real server, four fresh consumers used to all start at queue 0; with the PR they start at different queues. The filtering is covered by unit tests, because this server only exposes readable master queues. The PR conflicts only with #1381 (and #1423 / #1435, which carry it); the resolution is in ♣.
