   Item 15: #1436 / #1437. `MessageView::born_timestamp()` /
`delivery_timestamp()` now return milliseconds, as Java does. The
response-level (transport) delivery timestamp is no longer copied into every
message, so a normal message has no `delivery_timestamp()` and a delay message
keeps its configured time. The producer also sends `born_timestamp` in
milliseconds. This was verified end to end on a normal topic: master vs. this
branch, with the Rust producer and consumer.

   This changes the unit of two public getters without a compile error, so
**maintainers, please confirm before merging**. One open question remains:
`set_delivery_timestamp` still takes seconds (Java: milliseconds), and I left
it unchanged on purpose (see #1436). The PR is based on `master` and is clean
with every open Rust PR. The table above is updated.
