@CryoThrust Thanks for review. I’ve updated the STIP to incorporate these
Phase 1 design contracts, including recommendation identity/ fencing, sample
freshness and clock-skew handling, stabilization-window semantics,
recommendation observability, advisory
idempotency, and the initial Phase 1 contract-test scope.
The control-loop section was also clarified to make the Phase 1 state and
evaluation flow more explicit while keeping the boundary strict: advisory-only,
with no worker mutation, drain, or running-job rescale.
Please take another look at the updated STIP.
