@DanielLeens Thanks for review. I’ve updated the STIP to reflect these Phase 1 requirements and keep it as a design-first proposal before implementation starts. The updated document now cross-links #11663, makes the recommendation identity and fencing rules explicit, defines sample freshness and clock-skew handling, clarifies the stabilization time model, strengthens REST/metric observability, and keeps Phase 1 strictly advisory-only. I also expanded the Phase 1 test scope to cover active-master handover, stale or duplicate recommendations, missing metrics, and restart recovery.
