Thanks for incorporating the Phase 1 contracts. I would be interested in contributing the first implementation slice once the interface location is settled: a transport-independent recommendation/decision contract test matrix covering (1) stale `masterEpoch` and generation fencing, (2) duplicate advisory recommendation idempotency, (3) Dynamic Slot reporting `UNKNOWN` slot utilization, (4) missing/stale worker samples blocking scale-in, and (5) tracker reset after active-master handover/restart. To keep this reviewable, I would keep the slice limited to deterministic policy/contract tests plus any minimal value-object validation needed by the chosen API; no actuator, worker mutation, or Kubernetes integration. Could a maintainer point me to the preferred module/package and confirm whether the Phase 1 interface should be introduced in the same PR or in a preceding API PR?
