Thanks @DanielLeens for confirming the Phase 1 boundary. Since taking this issue, I have spent some time reading the current Zeta source code and refining the implementation design against the updated STIP. I have already started preparing the Phase 1 implementation PR and will keep the first slice focused on the agreed advisory-only contract and deterministic policy/test coverage. @CryoThrust thanks for the detailed review and contract suggestions. I will incorporate these cases into the Phase 1 PR where they fit the agreed scope, and I would welcome your review once the PR is opened.
