@DanielLeens Following the STIP design, my initial intent was to implement
Phase 1 as the complete first-stage advisory-only milestone in
#12140, rather than only the internal contract/policy slice.
The PR includes the server-local autoscaler model and policy,
active-master lifecycle integration, disabled-by-default
configuration, worker signal reporting, and read-only REST/Prometheus
projections backed by the same tested recommendation model.
It still does not invoke any actuator, mutate worker capacity, drain
workers, or rescale running jobs.
I think #12140 can be reviewed as the complete Phase 1 implementation, and
I would appreciate your review against the Phase 1
requirements defined in the STIP.
