The dev conflict is resolved while retaining both migration notes; the license, redirect and cleanup changes remain intact. I traced the failed lanes to the logical-checkpoint metrics fixture, Windows PayPal fixture, worker-loss cancellation, backpressure checkpoint progress, and Flink 1.15.3 FilterRowKind row-count fixture. Existing candidate fixes cover several of these paths; I have not weakened assertions or increased reporting timeouts to make the build green. Pushed in ec6a7f9affcf.
