a few thoughts:

the bad smell may be a bad resistor on the board or bad solder joint, 
there are some of each that are notorious for that on the se/30.  if 
you are comfortable with electronics i'd open the case and do a 
thorough visual  check (which spots most problems rapidly) of the 
analog board on the right side of the case (from the rear), look for 
any brown or black spots on the board.  both resistors and circuit 
boards smell pretty bad when hot.  in any case, don't leave it alone 
and on until it stabilizes, there is a small risk of fire if it starts 
smoking and you aren't there to turn it off!  resistors at least smell 
a little like tobacco, and could have scented the bag over time.  pcb 
boards usually smell much, much worse once they get hot enough, i've 
used a torch to pull chips off of junk boards outside (when i was 
younger and somewhat more foolish..), suffice it to say you want the 
wind blowing away, and i wouldn't do it again without a respirator!  
the last time i accidently smoked out a large power resistor i had the 
windows open for 2 days and it still lingered for some time, it is a 
very persistant and nasty smell (since i wasn't home when it happened i 
was just glad to have avoided a fire when a relay failed and made the 
resistor smoke).

as far as the bag, wash it with some baking soda and detergent.  baking 
soda is the thing for neutralizing odor, and probably the main 
ingredient in febreeze, but a lot cheaper.  i've even removed the 
"diaper" smell from carpet by sprinkling it around liberally and 
walking through the white dust for a week before vacuuming, messy, but 
it was really, really stinky when i moved into the apartment and it 
removed it completely, even according to friends i asked.  (all i could 
afford at the time, i was desperate, it really, really smelled bad!)

never put a whole machine in water!  it would definately toast the hard 
drive (they have filtered air vents, even a tiny drop of water inside 
would demolish the heads if it got on a platter or head, not to mention 
how the bearings would react, if nothing else you'd get rust which 
would definately grind things out nicely).  the hv flyback and power 
supply are also very sensitive to residual moisture.  i have 
successfully manually washed everything but the hard drive and floppy 
drive, but the hv stuff really needs to dry well and i avoided getting 
the flyback wet and used everclear (95% ethanol, drinkable by 
barbarians) to help dry it.  the alcohol makes the water evaporate much 
faster.  i also rinsed with distilled water prior to the everclear to 
avoid hard water spots and possible high impedance shorts (my favorite 
oxymoron).  the case should respond well to the dishwasher, but i'd 
avoid the dry cycle lest the case get warped ( and no need to dry 
anything but electronics with the everclear!).  if you do try 
electronics (other than the analog board and power supply) in the 
dishwasher, omit the detergent, it's a bit corrosive being largely lye. 
  i've washed several logic boards by hand and it isn't that hard and 
produces great results.
