I too am quite new to this but with a lot of advice from here managed to get around to some degree the problem you are having. I use TransMac on my PC to fomat floppies to Mac format and am also able to copy image files (1440k) to a normal floppy disk using MacBinary as the transfer format. Just copying the file onto the floppy will not work. This process enabled creation of boot disks for my Mac Classic.
