Since I've been in a hangar (10 years), never. The basics
are:
* Keep the tanks full and there will be very little water
from condensation
* Keep fuel caps in good condition so rainwater won't
intrude
* Some say that the 'coupe's nose high attitude on the
ground traps water at the inboard rear of the tank, so it is
wise to periodically empty the tanks completely with a
siphon. I question this for planes that are frequently used
because the normal flight attitude would cause that water to
move toward the outlet and thus be passed into the
carburetor. "Frequently used" is the keyword for aircraft
longevity - many things go wrong if the plane sits a lot,
especially outdoors.

Water is heavier than fuel and does not mix with it very
well. Therefore, the majority of the water will be at the
bottom part of the tank and will drain off first.

Never to me directly. Before I purchased the plane it had a
bad load of fuel, as did many other aircraft at Watsonville
in '94. Chevron paid for rebuilding the engine.
