I don't know what you are talking about. As far as i know, these weapons were fine before the update week ago. No extra ammo, nothing. The 255 must be some default setting. Valve propably created new group for all these weapons that were added and didn't expect people to find weapons within maps, or something like that.

It is within the entity settings for the weapons within the text file 
associated with the map. I can't remember the file name off the top of my head, 
but the file controls all entities within the map. That's how I've messed with 
it to change the 255 ammo count issue.

It is an entity problem. Notice it only effects guns that are on the ground. 
The map makers need to go and edit the weapon entities in the map to fix the 
recoil and ammo issue.
