maxplayers_override doesn't work the same way as that setting which is inside of the gamemodes file

I've found that this happens if you try to control player counts through
the visible maxplayers cvar instead of setting maxplayers in the
gamemodes_server.txt file.

    I see this quite often on all my CSGO servers (Linux). Its been like
    this for months now and its kinda messing up some stuff in stats and
    such.
    And sometimes a map only have X spawns and if the server then allows
    more players on the server than I want, it becomes a problem.

    And no, I'm not running any kind of reserved or hidden slots.
    Also I'm using -maxplayers_override X to set the limit.

    Any ideas?
