For clarification.

If you had an IP address in the blacklist as 192.168.212.2, it would
catch 192.168.212.2 and 192.168.212.20 and 192.168.212.200?

No, that will not work, as that would only match an IP 192.168.212.002 
(which isn't a valid IP address format).
