As far as technical judgment goes we block entire class C's when the IP comes from Asia. Ditto with eastern Europe. We watch domestic IPs and we start null routing open relays on an IP by IP basis( an we notify the abuse@) but I would say that 40% of the time we end up blocking the entire class C.
