Can this be trapped by the current tests or should I request a new test to
cover this?

The only legitimate mail that would pass this test would be users sending
mail to themselves and for us it would be worth losing the capability which
I don't think is used much.
Actually, there are two cases where it would generate false positives:

[1] When users send mail to themselves (usually test messages), but also:
[2] When users Cc: themselves on all mail, which quite a few people do.

It is likely that this will get added as a test to an upcoming release.
