I normally bcc everyone with no-one in the TO address when I'm forwarding anything, just so everyone doesn't have to wade through all the names to get to the information. I've seen many times where when there is nothing in the TO line, our mail server must be adding my name as the TO. Won't filtering that make it so you cannot ONLY BCC people?
